Announcing Board Changes for the Canadian Network of Agencies for Regulation (CNAR)

Carol Bock, after six years as a vital member of the CNAR board, the last 2 years as the Vice-Chair, has decided to step away from the responsibilities of the board but will continue to be an active member of CNAR and its community. We sincerely thank Carol for her active support and contribution in helping CNAR grow to be a truly Canada-wide association for our strong regulatory community.


CNAR is pleased to announce the addition of three new members to the Board of Directors, Alice Kennedy, David Kay and Chelsea Wilker. The Board provides leadership for carrying out the non-profits mission to continuously connect members, experts, and insights in support of regulatory excellence in Canada.


Kevin Taylor, Registrar and CEO, College of Respiratory Therapists of Ontario, will continue to serve as Chair of the 2020 Board of Directors. Stephanie Price, Executive Vice President, Regulatory Affairs, Engineers Canada, has assumed the role of Vice-Chair of the 2020 Board of Directors. Theresa Schopf, Manager, Programs and Services for NAPRA and a licensed Pharmacist, will continue to serve as Treasurer of the 2020 Board of Directors.

Alice Kennedy

Alice Kennedy is the Registrar and CEO, Newfoundland and Labrador Council of Health Professional organization which is responsible for seven health professions within the province. Alice is the former Vice President of Clinical Services with Newfoundland’s Regional Health Authority. Alice began her career as a nurse and has been an active participant within the CNAR community.

Alice has an MBA, a Bachelor of Nursing degree, and is a member of the Fellowship of the Canadian College of Health Leaders and the Fellowship of Canadian Health Services Research Foundation.




David Kay

David Kay is the Chief Professional Conduct Officer, Alberta College and Association of Registered Nurses (CARNA). David is passionate about regulation and how as regulators we need to continuously improve our regulatory competence and demonstrate public value. David has previously been the Assistant Registrar/COO/Hearings Director (College of Physicians and Surgeons of Alberta, CPSA), Executive Director (Alberta’s Rural Physician Action Plan, RPAP), a health care management consultant, and has senior leadership experience in regional health systems in two provinces.


David views CNAR as an important vehicle to bring together Canada’s regulators from different occupations to share their experience and help overall to improve regulation in Canada, and as a member of the Board is excited by the opportunity to be more involved supporting this important community. David has an MHA, BSc, CHE (CCHL), and FACHE (ACHE).

Chelsea Wilker

Chelsea Wilker is currently the Executive Director for the Canadian Organization of Paramedic Regulators. Previously she has been the Executive Director for the Saskatchewan Association of Medical Radiation Technologist and the Executive Director for the Saskatchewan College of Respiratory Therapists.


Chelsea has an MLT and MHA and completed her CAE certification. She has been an active member of the regulation community and values the networking and collaboration opportunities that CNAR has to offer. She has supported numerous Boards and has a passion for strong governance models and policy.
